Born on Jan. 6, 1987, Frank Halliburton grew up in Indianapolis, Indiana. He graduated from Bishop Chatard High School after a strong career in football, basketball, and track.

On the football field, Frank Halliburton was regarded as the 10th best player in the state by Rivals.com. During his senior year, he made 144 tackles, 12 of which were for loss, and 6 sacks. He also rushed 67 times for 597 yards. This led him to be recognized as a Class 3A first team all-state player. Frank Halliburton was a member of the state championship team for three seasons.

After redshirting in 2005, Frank Halliburton played was a special teams player in 2006. He participated in 13 games and recorded six tackles and one forced fumble. In 2007 he played in 12 games as a reserve and notched 11 rushes for 26 yards.
